What is the difference between this and regular pfifo and what is the recommended usage for it?

This queue type is designed for our new dual core router RB1100AHx2, but you can use it on interfaces with multiple rx/tx queues (check "/system resources irq" menu) on multi-core machines. To make use of this queue type you have to turn off RPS on those interfaces. Most effect should be seen in configurations without simple queues and queue trees as there are still room for SMP improvements.
