Urgent! TCP Problems via Eoip

Hello Experts!
I have a urgent problem, on monday we have an event and the perfomance must be better than now.
So i really hope you can help me, thanks in advance for an hint!

To my problem:

One Router x86 local and a Rb1100 remote, between a routed network.
So i created a eoip tunnel between the both boxes to share our network .
Works fine but just with udp i get 100% of the possible bandwith.
Also fine is tcp receiving (remote view) but i just get 1MBit sending upwards.
I testet with ftp and with the btest from mikrotik.
Line it self is ok (also tcp), router to router also ok (trough eoip).
But a laptop connected to eth via a bridge with eoip tunnel can not send more than 1 Mbit (from remote side to local router).
A little bit confusing to is, when i try the btest with big tcp packages (13000 bytes) than the perfomance rise up to 4mbit.


So I started an wireshark trace, i can see a lot of "bad checksum" (maybe an wireshark issue), "duplicate ACK", "out-of-order segment" and "retransmission suspected".
I thought about MTU size, so i changed to 1472 (on eth, bridge, eoip, on both sides)

Now i am a little bit out of ideas, may you can help me?!
