If that would be the case I believe MT would remove OpenVPN from their products completely, not just leave a semi developed solution that is usable only in certain cases....It is possible that they do not want to touch OpenVPN because of licensing issues. They do not want to wake-up the dragon as they know he will eat (sue) them.

Well if Mikrotik has not commercially licensed OpenVPN and has not released the full compileable source-code of their changes (cutting features and claiming compatibility with original is a change in terms of GPLv2) then they have to stand still and hope nobody will notice so soon.
