Hi, I am working on understanding queue function and implementation, and after watching

I am unable to experience what is being described at 68:50-> 69:00.
If I understand correctly, Janis is explaining that with pcq, if a person is active on the network, there is automatically a substream reserved for them which at best is equal to the max-limit divided by number of pcq queues.
I am implementing these queues with queue trees and not simple queues, and my tests show that there is no allotment of unused bandwidth, but that it is divided equally among users only when real traffic flows reach the max-limit value.
Have the rules changed? Can someone clarify this behavior?
