IPv6 question

Hi,
I have a client that uses IPv6 over my network - recently we have been seeing very high Packets Per second routing over my Mikrotik Core router when this customer initiates downloads. They are so high that my old crappy SmartBridge AP's all start to have problems when the Packets Per Second go above about 1200 - the customer denies any problems on his network.

If I put a firewall rule in to block this IPv6 traffic then I rarely get these bursts of very high Packets Per second.

Is there a way to put a firewall or Queue Tree rule in to stop the packet per seconds going above say about 1200?
