Need help in configuring my 1100AHX2

Scenario :

I have Two Wan Connections WAN1=45Mbps WAN2=20Mbps.Currently Running PPPoe & Hotspot on Interface=7 , Public IP Clients connected to Interface=4 & 5 VoIP Server on Interface=9

Requirement is I wish all the public IP Customer to Take WAN 2 and WAN 1 for PPPoE and Hotspot Users



Even though i did some mangle based rules, the upload is getting screwed. due to which my VPN clients are not getting connected.
