Hello,
not possible unless scripts are used to turn on/off ntp client. If these routers
on which you want to minimize traffic are in your local network why use a local
ntp server that is set up on one of your routers? Then only this one router will
request time from ntp servers on wan side and all the rest of local routers will
be programmed to ask time to this ntp server router which is located in your
network. That way you will have minimal ntp traffic your network wan interface.

This is the MikroTik Support Team.
They recommend to use scripting.
