Simple Queues

Hey, I am trying to create a Bandwidth Throttler router using a MikroTik. I have been digging through the forums trying to find an answer and have yet been able to come up with one. The problem that I am having is that traffic is not getting to the Queue. This used to work in 5.x and it does not now. I know there have been changes in the queuing in 6.x but I have not been able to find the answer that I seek.

Here is my config script that I had pulled from the router in question. Any and all help would be greatly appreciated. Thanks!
