system halted

when i use /system shutdown
it shows system halted,
how can i shutdown it ,just like shutdown windows,

system halted

means that system is turned off and is not operational
and ROS is not supporting ACPI calls so it is not turnig itself off. so you have

system halted means the same thing as in windows "system has shut down, you can now turn off your computer". it will not turn off completely.
