pppoe server problem dynamic but not running

Hi. I have a CCR1036-12G-4S running pppoe server.
some of pppoe clients that authenticate are not in DR (dynamic,running) but only D
I try to disconnect this customer but when it go in DR another one that is 2 days connected go in D and not running
Is a firmware problem ???
