Are there some compatibility issue?
On same fiber I Tested CRS212 and RB2011LS running fine
Is it possible to be some hardware problem on RB2011iLS SFP port?

Yes that helped but only when AutoNeg is off
only when
auto-negotiation=no
speed=1Gbps
full-duplex=yes
on both sides
