Dual WAN mikrotik (ADSL/LTE) failver/load balancing

I have a configuration problem.

At the moment it looks like this:
Mikrotik RB951ui-2hnd + bridged modem tplink td8816 (ADSL pppoe 10Mbit - real 7mbit download/0,75mbit upload)
Problems occur:
1. Sometimes ADSL fails, for moments.. but at the least expected moments. Flatmate works at home (enterprise network connected via vpn client).
2. Skype in HD mode does not work. (poor upload on adsl) a have a lot family abroad so nice to have this hd mode.

I have got sim card with LTE plan, LTE working fine in my location. (40down/20upload), 25GB PLAN - cant upgrade this couse it was gratis from my telcom (fourth simcard only for data)

So what i would to do:
Buy LTE modem (Huawei E3372)

And set up it for working like this:

-normally mikrotik use ADSL connection
-when ADSL fails, then use LTE
ok.. seems easy but now something hard:
-excess UDP datagrams orginated in Skype go through LTE
(optionally modified src ip in packets, so returned through ADSL not LTE)

Can do it?
