POE OUT not working on hAP ac / RB962UiGS-5HacT2HnT

I have a hAP ac (RB962UiGS-5HacT2HnT) device, running 6.42.3

I have ether5 poe out enabled, but when I connect a poe device, the device does not power up. I have tested by trying to power a SXT SA5 ac and also a Polycom voip phone. Neither power up.

When I have the devices connected, the poe monitor shows "poe-out-status: powered-on", if I disconnect the device, it reads "poe-out-status: waiting-for-load". See below. I don't see any log errors. The ehter5 led stays solid red.
 /interface ethernet poe monitor ether5
            name: ether5
         poe-out: auto-on
  poe-out-status: powered-on
Any advice appreciated.

Option 1
Try replacing the power supply with a new one for the RB962UiGS-5HacT2HnT

Option 2
Use the PoE injector to connect another device.

The options can be 2:
1. The problem is most likely in the hardware part of the PoE-out.
2. Connected device through PoE from not enough to power provide.

Is SXT SA5 ac 48v or 24v? I am not in front of my hAP AC^2 but I seem to recall the PSU is 24v...

PoE in input Voltage 	12-57 V
Number of DC inputs 	1 (PoE-IN)
Max power consumption 	12
Max power consumption without attachments 	12W

12w sounds a lot, according to hAP page:

Its up to 15w and comes with a 0.8A 24v PSU (19w), I think you could be short of power?
