RB3011 Capsman bug or hardware limitation?

I have 2 RB3011 devices in the field running Capsman. Attached to the RB3011 there are several different types of CAP's ranging from RB951 to hap AC lite, wAP AC and HAP AC.

The issue is whenever "local forwarding" is not enabled a wireless speed test is limited to 75Mb/45Mb on speedtest.net. I always select the same server to ensure consistency. The second I enable "local forwarding" I get speed test's in the 275Mb-350Mb range. Everything is exactly the same except for the local forwarding. I've even locked the wifi channel to a specific channel to eliminate that variable. This can be replicated on both RB3011's. I've even tried using the eth10 POE port to eliminate the possibility that the problem is the switch. The circuit is 1000Mb/45Mb. Just to clarify, the 275-350Mb speed test is perfectly acceptable over wireless, I know and understand the limitations of wireless. The wired speed tests are just fine at 900/45.

The crazy thing is I recently set up a friends house using 2 hapAC2 devices & 2 hapAC Lite's. The main hapAC2 is the capsman server and the problem is not replicated there. 150/10 Circuit gets 150Mb/10Mb on the hapAC2's and 97Mb/10Mb on the hapAC lite's

What's even more odd is that when I set my CRS112-8P-4S-IN into capsman manager without "local forwarding" enabled I can only get 10Mb/40Mb on the 1000Mb/45Mb circuit. Downstream is the only part that is affected.

I've looked at CPU usage on every device and the highest I've seen with "local forwarding" disabled (capsman forwarding enabled) is 25%-30%. No CPU is being maxed out.
