Hardware issue CCR1009-8G-1S-1S+

Dear all,
I bought a used CCR1009-8G-1S-1S+. The seller claims that at the time of packing it was working (he also has photos where the router is turned on and the display is on), after delivering the package to me, the router does not boot.

It looks it freeze at testing of a switch-chip.

What I have already checked:
1. The supply voltages from both power supplies are correct, I also powered mb directly from the laboratory power supply.
2. I don't see any damaged component on the PCB.
3. Checked solder balls under the CPU and switch chip on the tomograph.
4. Tested PCB on the thermal imaging camera - components warm up evenly (CPU, switch chips). No overheating components are visible.
5. When it is frozen it consume approximately 360-400mA at 24V.
6. Console - zero signals (neither on the socket on the front panel, nor on gold pins on the PCB).
7. After desoldering the switch chip, the behavior is exactly the same.
8. Done reflow (using IR heater) of CPU, memory and switch chip - still the same.

It's hard for me to believe that the CPU has been damaged during shipment. It is even more difficult to believe, because the CPU heats up steadily and the tomograph shows no damage.

Do you have any more suggestions for what I can try?

Maybe someone from Mikrotik can help me and provide more detailed diagrams, instructions.
Simply I don't want to throw this router into the trash, hence the effort.
