CRS354-48G-4S+2Q+RM 10Gbit speed problem

Hi everyone.

I've got a problem that is driving me insane. I've recently bought 2x CRS354-48G-4S+2Q+RM and 1x CRS317-1G-16S+RM. CRS317 seems to be working fine but the two CRS354 ... they're driving me nuts.
According to the quick guide the CSR354 should be ready to use as a switch on the default configuration and on the default config (absolutely nothing changed, not even the default IP address) I'm getting ridiculously low and / or unstable speeds on SFP+ ports.

My test rig is an old i5-3550 16GB RAM, W10 Home, an Emulex OneConnect OCe11102-N-X and 2 brand new XS+DA0003 cables. Iperf maxes my computer at 90%+ cpu utilistation and I'm getting stable UL ~6 Gbit / DL ~7 Gbit when the 2 ports are connected back to back with one XS+DA0003. Same results on the other cable and same results when I connect the rig to the CRS317 (ROS) using both cables. On CRS354: anything between UL 20-1300 Mbit and DL UL 20-1300 Mbit.

I also tested the regular RJ-45 ports on the CRS354 on different workstations and they seem to be working fine - iperf shows UL ~800-900 Mbit / DL ~800-900 Mbit but everything goes to hell when I start testing speeds between any of the workstations connected to the switch and my test PC: 800 Mbit / 300 Mbit max.

Both of my CR354 units behave exactly the same. I didn't get much help from my vendor - they sent me a new unit and you guessed it - I have the exact same problem with this one too.
I've tested this on different firmware stable and beta versions: 6.48, 6.48.1, 6.48.2, 6.49b27 and 6.49b38 - it made no difference.

Edit:
After I finished my post I discovered that SwOS 2.13 was released for this model - downloaded, upgraded and booted to SwOS without any problems. Sadly it also made no difference.
