You are giving way too little information. Where did you come across that message? What version are you running? And so on. The more information you give the more likely it is that someone knows an answer.
Specific answers require specific questions. When in doubt, post the output of "/ip address print detail", "/ip route print detail", "/interface print detail", "/ip firewall export", and an accurate network diagram.

It is an error message.

;) Sorry, this is the smartest answer anyone can provide without actually even knowing any more context. it also is technically correct ;) And totally useless as an answer ;)

This message means that there are too many packets in queue for interface to transmit.

also do:
/ip route cache print
