Will wpa3 support for older devices? when? and where can I see the list? otherwise I do not see the point of buying an expensive RB4011iGS + 5HacQ2HnD-IN

AFAIK you need new hardware. This has been asked several time.

Qualcomm even shared that the WPA3 security features will be incorporated in its chipsets for mobile devices starting with the Snapdragon 845 mobile platform in June 2018.

WPA3 will be supported on all Qualcomm Access Point platforms by July 2018.
Doesn't seem like this should require hardware support, just a new driver?

Seems like you only need new wpasupplicant to use WPA3 handshakes, some preliminary support is already implemented. New driver and hardware is needed to support new 192/256bit GCMP encryption, but that's not a mandatory and WPA3 can use 128bit AES for traffic, same as for WPA/WPA2.

Just FYI... "Synology is the first manufacturer to produce WPA3 certified router, MR2200ac, WPA3-Personal, WPA3-Enterprise and Opportunistic Wireless Encryption (OWE), officially announced in October of 2018."

Mikrotik sticks on outdated kernel 3.3.x and this is why we don’t see innovations quickly
Backporting is buggy and needs time
