My rb133 can't update the license

regarding the license problem you should contact Mikrotik directly at support@mikrotik.com .
Keep in mind that RB133 is very old and slow model (mips-le platform is EoL/EoS, isn't supported in software since RouterOS v6.33.3)
Also, there were some very serious security related issues in RouterOS fixed since that version.
So, unless you're using it somewhere completely isolated from the rest of the network/internet you should probably replace it with newer hardware anyway.
