Best practices for "guest" wireless networks

Hello,

This is not exactly a common guest wireless network, I need to create separate networks, one of them should access Internet without limitations, and the other network (maybe another ssid) should access Internet with some proxy limitations.
I know a lot of ways to deploy this requirement, I just want to know if there is any default way or best practices to accomplish this.
NOTE: Wireless AP and Router are 2 different devices

My approach would be this: create separate wireless networks (different SSIDs, virtual AP would do if capacity reqirements are not high), transport packets through wired network using VLANs and deal with peculiarities (filtered internet access) on the router/firewall.

Also DHCP server with dynamic arp bindings to each host with arp reply only function on wifi interface.
