CAPSMAN in an otherwise non-mikrotik enviroment?

We have an existing network for a client of ours that's all Meraki. I'd like to ditch Meraki's APs, and if possible set up a bunch of CAPSMAN controlled APs to handle the wireless portion of the network. Ideally I'd like to be able to leave their existing Meraki router as the edge router and DHCP server - the CAPSMAN device would control *only* the wireless. I'd also like to keep the wireless devices in the same address space as the wired devices that are punched directly back to the Meraki.

I've set up CAPSMAN with no issues when the router running CAPSMAN is also the edge device for the network. When I switch just having the CAPSMAN device be a controller only, the CAPs never bind. I'm able to ping the CAPSMAN controller from the CAPs... Does anyone have a tutorial, guide or suggestions about setting up such a network?

Things I've tried: Different bridge configurations, "forward local traffic"
