In Germany eg it was not allowed to mount 60 Ghz devices as P2P for a fixedThat's the part in the Quick Guide that troubles me as well ....

Yes. And If I understand It would be allowed to use 60 GHz PTMP in Germany but only to moving cpes. So no fixed installations / only hotspot usage. So terragraph is no allowed option at the moment. Following the wifi6-E discussion it looks like it would not help for wisp usage either. To many limitations. Additional 3,5GHz is taken away from wisp usage. These short range usage is often additional to other usage as due it's restrictions it does not harm. So this is nothing to look at for wisp usage.The Annex3 has been changed from CEPT last summer and the CE has armonized the rules all over the europe, here the new decision https://eur-lex.europa.eu/eli/dec_impl/2019/1345/oj that is mandatory, every countries in europe MUST use it since 1.1.2020
