R11e-LTE flapping issues

Hello,

I've been using MikroTik NetMetal ac² (RBD23UGS-5HPacD2HnD) with an R11e-LTE mini PCI-e-card for the last two months, and I am extremely disappointed.
After searching all the web for a solution (without result), and before replacing this equipment, I've decided to request your help directly.

My problem is that the LTE is going up & down randomly 20-30 times per day, but I've noticed that it is more often when I request data.
The link comes up after few seconds, but I cannot work, and the system is totally unreliable.
The equipment (LTE & Router) is updated to the latest version, LTE & RouterOS.

The router is located on a vessel, but it is anchored in a permanent location very close to the shore.
