Routerboard 500 series failure?

Hi! well we're having a lil' problem with a routerboard 500 series...
It's using a Ubiquiti Wireless adapter, and some clients do not reach to associate with it, it's transmiting at 18dBm but we've also tryed changing channel (from 6 to every other) and the power from 16 to 22 and no difference...
Is there something wrong or some issue with 2.9.35 firmware and WEP encryption? Why could it be that client's are not reaching signal?(or they are getting not enough to associate)
There's another case of trouble: Some clients DO autenticate against the Mikrotik routerboard, but still can't surf the net, these clients are not far away (as a matter of facts, this is a small town, no biger than 5000 habitants and with small blocks...
There are of course some clients that can use the network as it's ment to be, but they are still getting a crappy signal strengt...

Please, we're really needing some help...

What frequency are you using?
What are you using as the AP antenna?
What type of antennas are the clients using?
What is the signal strength that the client is seeing and what is the distance?

What frequency are you using?
What are you using as the AP antenna?
What type of antennas are the clients using?
What is the signal strength that the client is seeing and what is the distance?
Frequency: 2437 (channel 6)
AP Antenna: Omnidirectional 14dBi (the Mikrotik one)
Clients: 23 dB grilled antenna
The minimum signal strenght that the users are receiving is -95 (perhaps 15% of strenght?) but the distance don't seem to be relevant, cuz there is one user in the same block gathering 68% of strenght power, myself I'm at 6 bloks and I'm getting 64%... Another user 3 bloks apart from the server is getting only 26% of strenght...
We also have a weird noise floor(value:-84dBm) could this be causing some trouble?

A 14dBi omni has a pretty narrow beamwidth so AP antenna height may be a factor. However, you are saying some work and some don't within the same areas so that probably isn't the issue.

For the location you mentioned having issues, do the clients have a clear line of sight to the AP Antenna? Any Fresnel obstructions? You are refercing blocks for distance. What's the actually distance? Is this in a town, large city? etc.

When you do a freq scan, is there a better channel to use than 6. -84 is starting to get noisey. You'll need a signal in the -70s to get decent relability. Anything at -84 and above will not work as the radios can't distinguish between the noise and signal.
