denying client w/ipchains

Ok, so there is always a few bad apples in the bunch. I want to temporarily suspend service to a couple of bad apples ( who haven't paid their bill). Should I be able to do this via ipchains rule? I've set a rule to drop data from to there specific address. Will this work and still allow me to access their cpe?

why not set up a html page on all your cpe's, and if you have a cust that dosnt want to pay, just redirect all traffic to the html page (nonpayment) so that all they can do is look at the reminder and pay their bill. once they pay, turn the redirect off
