WDS vs Centralized AP

I need to setup a wireless network, for about 100 clients on an area of about 2-3 sq. km!
Now, I want you opinion about what will be better!
a WDS made of 3 AP's using 3 WiFi cards of about 100mW or one single AP - made of 3 router-boards with same cards etc.
What system will stand better and give a better quality?

What will your clients use as CPE's? Is the terrain flat?

Yes the area is flat! There is no geographical or territorial problem,and teh area is not so big! I just wanna know what arhitecture will give better results!

well - i don't consider something specific! I would like it to be up to user.
D-Links + Californias for ex! anything like that!

If locating the remote AP's isn't a problem, I'd go with the WDS setup. Should have better coverage.
