So basically what I got from your post is, you don't know the first thing about networking, and you want us to build it for you.

, if you're going to use RouterOS and mikrotik based products it'd be wise to learn the Operating System.
I don't mean to sound condescending, but if you don't know how to deploy routers and bridges in a network environment and your goal is to provide customers access to that network, your business plan just failed.
However, if you're serious in your ISP endevor educate yourself before you dive in, it will only help you make more educated technical descions in the long run once you have staff that actually does the "dirty work" for you.
Your other option is to hire a network engineer and the appropiate staff to design, build, and maintain the network for you.
