I need to know the available frequency in 5GHz spectrum in Cabo Verde. Anyone know about it?

Both 2.4 and 5.8GHz is available licence free. However you must register your frequencies and locations of intended usage to ANAC. I don't have specific details of the exact channels permitted. But if you contact ANAC, I am sure you will (eventually!) get a response.
