Reboot POE port if no IP on DHCP Client

Hi Guys,
I have a DHCP client on an interface called "ether10 - O2 WAN".
If this DHCP client doesnt have an IP, I would like to power off the POE on the port "ether10 - O2 WAN" for 5 seconds, then power it back on.
I would like the system to check every 10mins for the IP.
I would like it to email me when it has to do the POE reset.
Can anyone help me put this together?
