Uploading scripts to MT

Hi, i've got some problem.
I want to write something like this:
first i want to upload automaticlly onto MT some script (f.e. setting static arps) and i don't know how to do this - i though that i can do this by uploading my ssh-key to MT and then use scp without authorisation but AFAIK MT doesn't support ssh-heys... (or maybe i don't know something)

second - after uploading this script i need to run it - and my conception was that i have a sheduling script which is checking f.e. if my script exists and then runs it. But maybe there is a better way to do this - any ideas?
please help?

MT doesn't support ssh-heys.
MT _does_ support ssh keys:
[admin@bottom] > /user ssh-keys import file=key.dsa user=admin
