public btest receive problem

Hi Guys,

i have a strange problem with either my router config or my ISP. I have recently changed ISP's and now when i run a bandwidth test to one of the public btest servers - outlined here --> http://forum.mikrotik.com/viewtopic.php?f=2&t=104266 i can get upload but absolutely no download. When running this test with my previous ISP the btest worked fine to the subscribed bandwidth. I have asked the question to the new ISP and they have come back to me with "no problem with our network". So, im just trying to figure out if it is a problem with my config or their routing?

What i have changed (between old/new ISP): the old ISP required that the PPPoE client be on VLAN10, the new ISP specifies no VLAN (i did try, just to be sure, with the new ISP on VLAN10 and could not establish a connection), so i have changed the PPPoE client from VLAN10 to ether0. i have also changed the NAT rule to reflect this (please see below pictures).

I have attempted tcp also (please see picture below) this results in no bandwidth either way:

Is icmp enable to 207.32.195.2 ? was timeout and back again
I also geting very slow speed on download tests, upload is around 600mb
1gbps link brazil
