Low dBm on a 13km PTP link

Hi

I am having problems getting good enough signal strength (dBm) with a wireless radio link I mounted recently using Netmetal 5shp coupled with a 37x37cm square panel antenna.

I am shooting from a mountaintop down to a barge on the sea. I've tried to align it to the best of my ability, but approximately -62/-62 dBm is the best I can achieve. I am aware of the complications emerging with these over the sea links.

My questions are:
Is this the best a Netmetal 5shp can achieve at this distance?
Or is this the best I can hope for with the sea reflections and all?
Maybe my configuration can be better?
