Capsman IS working in ROS7 but you need to take into account for which radio.
"Old" capsman can still be used under ROS7 for controlling legacy wifi radios (e.g. AC2, cAP, cAP Lite, mAP/Lite, cAP AC, hAP, ...).
AX-line only uses wifiwave2 drivers, so can only be controlled by wifiwave2 capsman (AX Lite, AX2, AX3, cAP AX but also devices like AC3 and Audience if they use wifiwave2 drivers for their wifi).
The controller itself doesn't need to have a wifi radio (e.g. I am running a test setup with capsman-wifiwave2 on Hex, which is mmips).
A capsman controller can only be used for 1 type of radio. Either legacy, either wifiwave2.
If you need both, you need 2 controllers each setup separately.
In your case, cAP AC XL might be a better option ?
