I have 2 Mikrotik routers.
Router-1 is directly connected with router-2 on port-4 which is the VLAN Access port.
I'm not able to access my Mikrotik Router-2 via RoMON. on Router-1
I have OS V.7.11.2 on both router

Mirror, mirror on the wall
who do you think has a crystal ball ?

Without seeing your config of both devices, we can guess quite a bit.
Also, a bit more info please ?
Can't access means what ? Are error messages being shown ?

The drawing is already helpful but we really could use config please.

Terminal
/export file=anynameyouwish
move file to your PC
edit and remove serial, public WAN IP and any other sensitive info
Post contents between code quotes for easier readability
Repeat for each device.

PS why 2 separate links ? One for each switch chip of CCR ?

You still haven't clarified if there was any error message ?
But since it works after downgrade and you were on 7.11.2, you have probably been bitten by the bug which has been solved in 7.12b7.
*) console - improved system stability through RoMON session;

what a joke.
we are going to upgrade our routers as new firmware is released.
but now when I moved to the new one many other things stop working.
Why Mikrotik team not do all amendments in just one release which works for a long time until 1 year?
i don't know move forward or go backward.
Regards

I suggest you buy a Cisco router and see how much fun software upgrades are there, if you think MT is bad. It's quite simple, only upgrade if either:

There are security flaws in the software you're running now.
There is a relevant bugfix in the new version.
There is a feature in the new version you need/want to use.

In all other cases: don't touch it.
