FailOver does not work when carrier router loses configuration

Hello everyone, everything good ? I would like some help from you.
I have an RB 4011 that has two internet links (Main Link Router 192.168.2.1 and Secondary Link Router 192.168.3.1) and the Network with IP 192.168.1.0/24. However, I am having problems with the operator's router Link Principal (Sim Digital), the router is configured with IP 192.168.2.1, but it is losing the configuration and returning to IP 192.168.1.1, which is in the network's IP range. I noticed that Netwatch changes the status to down, but in this case it does not deactivate the main link route (I had to deactivate it by hand), but if I disconnect the cable from interface 1, it deactivates the main link route.
Have you ever been through something like this?
