I am looking how to manage the amount of traffic, bandwidth, from a pool of public ips (/29) each of the ips (5) directly connected to an independent client router. 150 users total. One client needs the public IP, the rest of them could be private.

could be a CRS112-8G-4S-in?

Please don't do it CRS112 is geared toward as a switch not a router it has very weak CPU, what you can do put router upfront then Make a Queue in the router
