Two additional slave interfaces are created on CAP

Hi,

I have a setup with 1 CAPsMAN and 2 CAPs (cAP ac). On CAPsMAN side 5 Wi-Fi interfaces are defined and provisioned to CAPs. I have a problem with only one CAP and only 2 interfaces out of 5 that are duplicated on that one CAP when it is rebooted or re-provisioned. I start with the following configuration that is obtained from CAPsMAN:

Then, after I reboot CAP or initiate re-provision, two interfaces wifi8 and wifi9 are added while wifi3 and wifi5 become inactive. Those are slave interfaces, but interestingly a third slave interface (wifi4) is not re-created:

The most bizarre thing is that if I re-provision again, then interfaces wifi3 and wifi5 will be re-used while wifi8 and wifi9 become inactive. And this flip between active interfaces happens every time I re-provision this specific CAP. So after several provisions I have 7 interfaces instead of 5, with 2 interfaces inactive.
I checked the configuration of both CAPs and found no difference between them. May it be a bug or misconfiguration on my side?

Update:

Tried a solution from this post viewtopic.php?t=216104 and changed Action to "created enabled". It definitely has some effect and interfaces on CAP remain mostly stable, but still every 5-10 provisions new interfaces are created on that single CAP. I didn't notice any pattern in behavior, maybe when I click "provision" two times in a row quickly it tends to create a second pair of interfaces

You're not supposed to provision running caps

Well, this happens every time power is disconnected and CAPs reboot. This also happens when I issue reboot command from System menu
