The command-line examples are clearly from 7.x (having '/' instead of ' ' between each branch of the command tree). Also, from the page update history, it looks like the first version of that Openflow page was not there from the beginning & only showed up in late January, and has been getting updated regularly since then.
So my guess is that you are right, and they are working on bringing it back. It's probably in internal dev/testing, and as they continue to work on it, they are updating the public docs in real-time to reflect the latest changes to their internal code.
The fact that they abandoned a feature and are now
finally working to bring it back gives me hope that maybe they will soon start tackling the important issue of our day, which is the
sudden and aggravating removal of hardware-offloaded MPLS label swap from specific CRS models that already supported it in 6.x.
