Protected Routerboard Reformat Not Working

I am currently testing the protected RouterBoot feature on two versions: 7.1rc4 and 6.47.10 (Long Term)
The device I am testing with is a hAP ac3.

After Netinstall with a script and booting for the first time (on 7.1 I also need to press the button after boot briefly), I see that protected RouterBoot is enabled.
This works, as I cannot get into Etherboot mode anymore at the next reset.

However, according to the docs I want to clear protected boot by pressing the reset button at bootup between the min and max hold time.
I then expect the device to be fully erased, with no config at all and only the possibility to put a basic config on it using NetInstall.

However, the device is not formatting the flash as I expected, but it is instead clearing only the protected boot configuration line.
When I connect to the device again (knowing the password), all the config is still there, but with the protected boot configuration missing.
I don't want to clear this configuration line, as this might allow tampering in case the device has a console/serial interface.

Is this something I'm doing wrong, or is this a bug?
