Do i understand your network Topology correctly ?

You have a Mikrotik-Device with following Networks,
WAN1
WAN2
LAN1 (192.168.10.0/24)
LAN2 (192.168.11.0/24)

Routing:
LAN1 -> WAN1 as a Gateway
LAN2 -> WAN2 as a Gateway

Firewall:
LAN1 isn't allowed to communicate with LAN2

To what degree do they need to exchange data?
THen make the appropriate firewall rules.

IF they are supposed be fully accessible to each other then just have one LAN or share both WANS to both LANs.

I just did very similar to what you were trying to do - although mine is a bit more complex.
