Duel Router Install with Bridge Passthrough and QoS for Second None MikroTik Router

Hello,
Been looking for a bit to see if there is a way to have 2 router setup but still maintaining QOS being controlled by the MikroTik that the second router is connected through.

The second router in this example cannot NAT through the MikroTik and this is the unique part of this.

Example:
ISP has a 5pk of static IP Addresses
MikroTik Config. Ports 1 and 2 are Bridged with a static IP Configured on the bridge itself. Port 1 is hooked up to ISP Modem
Port 2 is hooked up to the second router.

Up to this point everything works as intended. The second router is unaware the MikroTik is in line of it to the ISP Modem.

What is needed:
Since the Second routers traffic is not NATing the connections are not tracked and not able to Mangle them to provide traditional Queue control of the traffic.
I have looked for ways to directly limit the speed and priority of Port 2 however in many cases because this is a slave port it is either not allowed or does not work.
ISP Connection for reference (not Important) could be a 50mbps by 50mbps connection. The second router needs to be limited to 45mbps by 45mbps reserving 5mbps for the MikroTik exclusively. (The Mikrotik will be providing the Internet access for VOIP Systems while the second router cannot be replaced either by corp requirements or 2nd router Admin is not capable of programming QoS or is unwilling to)

How do I limit Port 2 traffic only while leaving the Bridge itself (the MikroTik) unrestricted access to the full service speed???
