CRS112-8p-4s-IN power issues

Hey there,
back in Nov 2019, I purchased a CRS112-8P-4S-IN. Discovered after the fact that the 48v adaptor wasn't included, fine. Got the 48V2A96W adapter from Mikrotik.

However every time I try to use it all the poe indicators light up flashing as if it was low voltage. I've tested it with a multimeter and it's coming out as 48.47v-48.50v so I'm guessing the power is dropping for some reason under load.

I also have the included 28v adapter plugged in at all time

after some `/system health print`
temperature: 39C
psu1-voltage: 28.1V
psu2-voltage: 0V

then, plug it in
temperature: 39C
psu1-voltage: 28.1V
psu2-voltage: 48.5V

seems to be fine: 48.5v

then under load(raspberry pi 4 poe hat or a trendnet poe camera TV-IP1319PI)
temperature: 39C
psu1-voltage: 28.1V
psu2-voltage: 27.5V

psu drops to just over half?

I've noticed that if plug the 48v psu into the crs112 before plugging it into the wall it's not able to pass 27.5v when looking at /system health print, but if I plug it into the wall first it's at 48.5v. I feel like something's wrong with the 48V2A96W

Any ideas about this?

edit: forgot to mention, I had the included adapter plugged in too. not just the 48v
