Fetch command and Percent-encoding not Working?

Does RouterOS's fetch command properly use percent-encoded characters in URLs?

user: kevinds@example.com
pass: pass!word
https://kevinds%40example.com:pass%21word@example.com/path/to/file.txt
This works in my browser and the curl command but does not work with RouterOS (6.49.5)
/tool fetch https://kevinds%40example.com:pass%21word@example.com/path/to/file.txt
failure: closing connection: <401 Unauthorized> 192.0.2.3:443 (4)

Have I found a bug? Or am I doing the encoding wrong?

-Yes I know, user= and password= are options for fetch, and it does work using the normal @ and ! symbols, but URL encoding *should* work too..
