There are a few ways to do this:

1) If the network is connected at L2, you can build the 3011 as the L3 GW and distribute out to the subscribers.
2) If the network is routed, you can break the subnet apart and route to each smaller prefix
3) If you are able to run MPLS, the subnet can be aggregated back at a core location and VPLS can be used to join subscribers into the /24
From a throughput perspective, a 3011 might not be the most ideal - i'd consider a 4011 or smaller CCR.
