Mangle, Mark Packet of large subnet (example /21) vs small subnet (/24)

I have PPPoE server with about 4000 end-users, and I use market packet for Queueing;
Is it better for the CPU to mark a subnet of /21 or should I divide the subnet to /24, and do multiple mark packet rules?
I would be grateful of I could get a decisive answer from Mikrotik professional/employ

one /21 have only 2046 (+2) usable addresses... 4000 users? share same IP?
mark packet for queueing instead of use the automatic queueing from both radius and pppoe profile...?
something's wrong...
You get a "decisive answer from Mikrotik professional/employ" for sure, if you write genericallly on user forum...

Hello, be easy on me, I know /21 = 2046 hosts, I have about ten pools of /21 , I have to packet mark each pool; So should I make one rule for each pool /21 ? As someone informed me it’s better to divide the /21 subnet to /24, and do multiple packet mark.
Also I am not using mark packet for queueing instead of radius and PPPoE profile, I am using it to give extra bandwidth to specific CDNs.
