(open)VPN: strange problem with "ping"

Hello mikrotikusers...
i have a strange problem with vpn networks on mikrotiks routers. This problem is very general with many kinds routers and routeros versions!

Scenario:
Pinging a iot-device(or another device in a vpn-network) with a linux-pc through a Mikrotik VPN-system.
The "linux ping" with no extra parameters act like the "windows ping" with the "-t" option - it pings infinite.
The ping runns normaly every second. During a maintenance operation the iot-device must reboot.
The device is rebooting, the vpn is closed and the ping stops.

After rebooting and re-establishing the VPN from the device, the ping won't run on its own.
If i stop the ping program and start it again, the ping works normaly!effect
I have also to stop the ping, before I can use it again, when the "pinged" device is rebooting and re-establishing the Mikrotik VPN.
We have different VPN systems (mainly openvpn systems on div platforms).
The "pinglosteffect" only occurs with the Mikrotik platform with openvpn(TCP)
If we use wireguard, then the problem does not exist - here the ping runs again immediately after the restart.
