Dual-WAN Failover with capacity based routing?

Hello,

I would like to add a secondary ISP to my first 250Mbit DSL, which shall be a 1gig cable based offer. The provider has know capacity issues in the evening, so I would like to use the new 1 gig connection like most of the time and if the achievable speed of the cable connection drops below 250Mbit, than the old DSL should be used instead.

Is there any way to achieve such an configuration?
I dont have any Mikrotik devices yet, so greenfield in terms you have any good suggestions. I would go for an RB5009 just because FTTH is on the horizon and cable will upgrade to 2gig in the foreseable future.

about my level of knowlegde: I was CCNP (routing&switching) but that like 10 years ago, since then only fiddleing around with stuff. So I need to update my knowledge in some regards, hope you can point me out some useful stuff which should be neccessary when coming from 10yr Cisco ^^
