Open questions:

How do you want to recognize what programm makes connections? How to differentiate phone apps from non-phone ones?

Have you ever configured any router?

You will be able to block something only, when you learn to distinguish between devices. For example, allocate a separate range of IP addresses for phones. And for this range already perform some kind of blocking. But you will not be able to determine in any way, which application from this device is trying to get an Internet connection. You can try to block all connections, except outgoing to ports 80, 443 and 53. And see what happens.

P.S.
The task is to ensure that users at work do their work, and not "sit" in social networks, etc. from phones, did not play online games, etc. This task is not solved by means of the equipment of this company.

Install a DHCP server. Create a range of IP addresses, that can access the Internet. Bind the IP address to the MAC of the device, that connects and receives the address.
