DHCPv6 and default firewall

The default firewall was dropping DHCPv6 advertise packets as the source port was not FE80::, but instead the public static IPv6 address. This was causing the router to fail to get an IPv6 address. This is coming from my Windows server DHCPv6 service. In my case having the destination address go to FE80:: would be more sane. I am not sure if windows is out of compliance with an RFC on this or if the default firewall is being overly aggressive. My public ISP uses an FE80:: on it's DHCP service and i do not know which method is considered best practice.
