Basic Queue question

A very basic setup. I have a router connected to internet with a 1Gbps link on ether1 interface.
I have some PPP clients connecting over lan on ether2. They are NATed to get net access from ether1 and are using IP address 192.168.1.X/24.

I add a simple queue limit for IP address 192.168.1.10/24 e.g. at max 1Mbps up/down and I see lots and lots of dropped packets for the queue rule which makes sense as the limit is just 1Mbps and the user is always downloading larg files.

here is the main question:

Does these dropped packets means that I have indeed received some packets on my ether1 WAN interface and I just dropped them to limit my ppp to 1Mbps? Does this mean that for a 10Gbyte file, the router will receive all those dropped packets becasue of the user's TCP/IP requests and I will endup transfering 14Gbyte of data?

Hope the question is clear and not ambiguous.
